Travis Baxter is a retired U.S. Army UAS Operations Officer with 24 years of military service, where he specialized in unmanned aircraft systems, small UAS operations, and counter-UAS training. Throughout his career, he served as a subject matter expert in UAS planning and operations, helping develop and prepare operators for complex aerial mission environments while advancing the use of UAS across multiple operational domains.
Following his military career, Travis continues to apply his expertise in the public sector with the Texas Department of Transportation. In his current role, he leads efforts to integrate unmanned aircraft systems into statewide DOT projects, supporting mission planning, operational execution, and program development. He works closely with agency drone pilots across Texas to evaluate operations, enhance capabilities, and ensure safe, effective use of UAS technology in transportation projects ranging from infrastructure inspections to data collection.
A key part of his role includes providing regulatory guidance and ensuring compliance with both federal aviation requirements and state-level policies. Travis is also actively involved in shaping the future of aviation through participation in Advanced Air Mobility initiatives, including efforts tied to electric vertical takeoff and landing, or eVTOL, integration under national pilot programs.
