Kim Opsahl is the Chief Operating Officer for the National Association of State Directors of Developmental Disabilities Services (NASDDDS). In that role, she oversees the organization’s internal systems and processes that support member programs, technical assistance activities, project management, contract management, and personnel.

Ms. Opsahl began her career as a direct support professional and her over 25 years of experience offers a unique perspective in supporting programs, policies, and people in a way that facilitates the opportunity for all people to realize their good life. Prior to joining NASDDDS, she served as the Deputy Secretary and Chief of Staff at the Indiana Family and Social Services Administration (FSSA) where she provided support and leadership to the agency’s eight care divisions including Medicaid; Aging; Disabilities and Rehabilitative Services; Mental Health and Addiction; 211; Disability Determination; Family Resources; and Childcare. She has also held various leadership positions with state and national associations representing community-based providers serving individuals with disabilities.

She has extensive experience in state policy for home and community-based services, including extensive experience in person-centered planning; service delivery; program design and implementation; stakeholder engagement; and strategic planning. Ms. Opsahl holds a Doctor of Jurisprudence and Health Law Certificate from the Indiana University Robert H. McKinney School of Law and a Bachelor’s Degree in Psychology from Purdue University.
