Mr. Fleming recently retired after being employed by the Federal Aviation Administration (FAA) for over thirty nine years, with the last eighteen years in the airspace security directorate. He has been the airspace manager of the System Operations Support Center (SOSC). He was directly responsible for transforming the group of air traffic specialists into an elite group of airspace experts responsible for the issuance of flight restrictions in the vicinity of VIPs, National Security events, space launches and law enforcement related operations.

Additionally, he authorized thousands of emergency certificates of authorization (COAs) and Special Governmental Interest (SGI) airspace waivers to support law enforcement, fire response, utility, media and insurance company UAS operations during emergency situations. He was program manager for the upcoming Sporting Event Automated Monitoring System (SEAMS) that will greatly enhance airspace awareness around major sporting events. He modified flight restriction language to benefit controller and pilot communications.

Mr. Fleming has co-founded the consulting group UAS LLC that will offer a myriad of drone related services from some of the most prominent UAS subject matter experts anywhere in the United States. The services will include, but not limited to; event airspace management for sporting events and mass gatherings, COA/SGI/COW training, program management, procurement counsel, DFR and BVLOS program expansion, to highlight just a few.
