California faces pervasive issues of drought, water scarcity, and water quality, and public agencies must balance these challenges with the need to provide water to a growing population, the agriculture industry, nature, and other water users. Public-private partnerships (P3s) to improve California’s sustainable water management—particularly through the joint building, financing, and operation of infrastructure projects—have grown in prominence as a way of reducing risks around cost, accelerating project delivery, and improving the operations of public assets. California was one of the first states to adopt P3 legislation and has been home to some of the country’s most innovative water projects.
